K8S manifest: Update ChatQnA/CodeGen/CodeTrans/DocSum

- Update ChatQnA/CodeGen/CodeTrans/DocSum k8s manifest
  to avoid requiring creating directory for cache model.

- Add chatqna-guardrails manifest files.

- Fix bug #752 introduced by PR #669
